It's not just the dollars such activities could bring in. Gambling is a way to get much-needed cash without raising taxes.

Some taxpayers are gambling on getting their taxes done by the impending filing deadline. The reason? They're unorganized.

That's true of my Lone Star State neighbors in Houston, the most unorganized of the country's 25 largest cities. The most tax-organized metro area? Boston.
